What is the legal framework for India's energy transition?

The regulatory architecture of India's path to net zero: renewables, green hydrogen, nuclear under the SHANTI Act, power contracts and carbon markets.

Overview

Enabling transition to clean energy.

India's clean energy transition is being accelerated by ambitious renewable energy targets, the National Green Hydrogen Mission, evolving electricity market reforms, the Carbon Credit Trading Scheme (CCTS), and emerging climate legislation such as the SHANTI Act. Businesses must navigate a rapidly evolving regulatory landscape while capitalising on opportunities arising from the shift to low-carbon energy systems.

The shift is visible in the rulebook. The National Green Hydrogen Mission has entered its competitive scale-up phase, with certification, in India and Europe, now determining bankability. And the SHANTI Act, 2025 has opened nuclear power to private and joint-venture participation for the first time in six decades, backed by a Nuclear Energy Mission. The developments are relevant for developers, off-takers, investors, lenders and technology providers, grounded in the Electricity Act, 2003, the Energy Conservation Act framework, and the practice of CERC, the state commissions, MNRE and MoEFCC. Each segment carries its own regulatory perimeter, and each rewards early, precise positioning.
