Green debt securities

Proceeds fund environmentally beneficial projects. Governed by SEBI's green-debt framework (2017, since refined).

Framework requirements

  • Alignment with international market practice, in particular the ICMA principles
  • Mandatory disclosure (use of proceeds, management of proceeds, reporting)
  • Independent third-party review (non-negotiable, to guard against greenwashing of labelled debt)
  • For SLBs: clearly defined, measurable sustainability performance targets and the linked financial consequences
Taxonomy note. India's Climate Finance Taxonomy (draft, Department of Economic Affairs, May 2025) frames three categories: mitigation, adaptation, and support for the transition of hard-to-abate sectors. It is not yet final, so treat category alignment as indicative until the final version is notified.
