NITI Aayog convenes stakeholder consultation on implementing the SHANTI Act 2025

On 10 July 2026, NITI Aayog convened a stakeholder consultation on the implementation of the SHANTI Act, 2025 at the Dr. Ambedkar International Centre, New Delhi. Chaired by Prof. Abhay Karandikar (Member, NITI Aayog), it brought together the Ministry of Power, the Central Electricity Authority, NTPC, the Department of Atomic Energy and the Atomic Energy Regulatory Board to deliberate on the operational framework of the Act, which opens nuclear power to private and joint-venture participation for the first time in six decades.

Discussions were structured around three pillars. The legislative and regulatory framework segment examined the Act's draft rules, regulations and related FDI policy, and how foreign capital can be attracted while safeguarding domestic interests. The finance, insurance and public perception segment covered financing and risk-mitigation mechanisms, insurance for long-term projects, and building community trust in nuclear energy. The manufacturing, operations and capacity building segment focused on domestic manufacturing, operational readiness, supply-chain resilience and a skilled workforce.

For developers, investors, lenders, insurers and technology providers, the consultation signals that the SHANTI Act's subordinate rulebook, its FDI perimeter and its operator liability and insurance architecture are now being actively designed - the details that will determine how, and on what terms, private participation in Indian nuclear power actually proceeds.
