Centre Revises CCTS Emission Targets for Refineries and Textile Units
The Ministry of Environment, Forest and Climate Change (MoEFCC) has amended the Greenhouse Gases Emission Intensity Target Rules applicable to petroleum refineries and textile units under India’s Carbon Credit Trading Scheme (CCTS). The amendment revises baseline greenhouse gas emission-intensity figures for several refineries, primarily operated by Indian Oil Corporation Ltd, and updates the corresponding emission-reduction targets.
The revised framework now retains only the FY 2026-27 compliance targets, while removing FY 2025-26 targets. The amendment covers 21 petroleum refineries and 173 textile units across three textile sub-sectors.
The development is significant as India continues to operationalise its domestic carbon market through sector-specific greenhouse gas intensity targets. The move comes as India expands CCTS coverage across hard-to-abate sectors, with revised draft targets for the iron and steel sector currently under consideration.
