India benchmarked low-risk under EUDR (Reg 2025 1093)
On 22 May 2025 the European Commission adopted Commission Implementing Regulation (EU) 2025/1093 (published in the Official Journal on 23 May 2025), which sets the country risk classifications under the EU Deforestation Regulation, Regulation (EU) 2023/1115.
India is listed as a low-risk country. Only four countries are classified as high risk: Belarus, the Democratic People's Republic of Korea, Myanmar and the Russian Federation. All countries not listed are maintained at the standard level.
For Indian operators and traders placing the seven relevant commodities on the EU market (cattle, cocoa, coffee, oil palm, rubber, soya and wood, and products derived from them), low-risk status means the simplified due-diligence regime under Article 13 of Regulation (EU) 2023/1115 applies, a lighter compliance burden than the standard due-diligence obligations.
